OakLeaf Plantation is made up of two separate CDDs (Community Development Districts). The two CDDs, Double Branch (Phase 1), and Middle Village (Phase 2), have separate  elected boards, budgets, policies and physical boundaries. The two districts do have reciprocity agreements with each other to allow for resident usage of their facilities, however all other aspects are controlled and overseen independently. 

 

Oakleaf Plantation also has numerous HOA/POA groups. These groups do not have any control or authority over CDD property. The CDD does not have any authority over those items that are governed by the HOA/POA covenants. All of these entities (CDD boards and HOA/POA boards) are separate. Access Cards

 

Residents are required to have their Resident Access Card on them anytime they are on District property. Many facilities require the Resident Access Card for entry.  District Policies state that a Resident is not allowed to use their card to provide access for another individual.

We strongly recommend that all Residents, regardless of age, obtain a Resident Access Card. Residents younger than 18 MUST have a parent or guardian if they wish to be on District property without a card. Residents without a Resident Access Card and/or those without a parent or guardian may be asked to leave.  Resident cards are issued from the Double Branch Fitness Center front desk. Please note that the fitness center may be extremely busy, it is highly recommended that you call first to set an appointment to help guarantee quick service from our staff. The Double Branch (Phase 1) Fitness Center Hours are as follows:

 

Monday-Friday, 6am-10pm

Saturday and Sunday, 7am-8pm

CDD: Community Development District

The CDD is a form of local government created by the Florida State Legislature which has very specific, yet fewer powers than a city or county. There is a Board of Supervisors that currently meets once a month and the meetings are open to the public. In very general terms the CDD is responsible for what can be termed the common areas of the community, including but not limited to the amenity centers, storm water retention ponds, and parks. Concerns regarding District Property or Amenities should be directed to the OakLeaf Community Manager through email Manager@OakLeafResidents.com.

Mailboxes

Per the Covenants, standards have been established regarding color and style of mailboxes. Mailboxes and posts should be repaired and repainted as needed.  Sundancer Sign and Graphics: 904 287-4949 was the original contractor who installed posts and mailboxes. If you require a new post, please contact them for assistance.  Mailboxes are standard black boxes that may be found in a local home improvement store.

Within OakLeaf there are a number of associations that manage the covenants and restrictions for the private property within the community. Questions and concerns regarding all residential property, architectural review, property maintenance expectations, etc, should be directed to the appropriate association management.

Rentals - Amenity Facilities

OakLeaf Plantation has some fabulous facilities available to Residents for Special Events and Private Parties. Facilities include:  Grand Banquet Room, Grand Lawn, OakLeaf Village Clubroom, and Pool Patio's.

Refer to Rentals on our website for information and contracts or contact the Venue Rental Coordinator at VenueRentals@OakLeafResidents.com to schedule an appointment for a personal consultation regarding your event.

The facilities are for usage by residents first and foremost, we ask that residents not "rent" facilities for their friends or relatives outside of Oakleaf. Facilities are also not meant to be used for operating any commercial businesses. If there are any questions concerning your event please speak with the venue rental corrdinator during your contract signing.

 

All events taking place on district properties must be approved by the board/s and agreed to by contract/in writing through the on-site district managemnt office. No one may host an event on property not designated as a "rental venue" without first contacting the on-site manager and appearing before the board to ask for approval and present their plan of operation.

Sidewalks

 

Roadways and sidewalks within OakLeaf Plantation are maintained and controlled by the county (other than those within HOA/POA managed multi family unit areas). For concerns with sidewalks surrounding our county roads please contact the public works department with Clay County.

OakLeaf Plantation's Covenants and Restrictions specify size and type of signs used within OakLeaf Plantation. Only approved signage is allowed on private residences.  Signage along roadways or on District property will be removed.

Storm Water Retention Ponds

District Management
Ponds are maintained by an approved outside contractor. Algae is controlled on select ponds by use of chemicals and “stocking” of fish. During summer months, algae blooms may become prevalent however, our maintenance company is limited by St. John’s Water management and the Environmental Protection Agency with respect to how much chemical control may be employed.

 Trash pick-up is performed by OakLeaf Maintenance staff as needed on common ground only. Just as with the expectations that homeowners maintain their grass and landscaping down to the water line, the homeowner is also expected to help remove trash that may wash up in their area.  Concerns may be directed to the OakLeaf Community Manager through email Manager@OakLeafResidents.com.

Fishing is restricted from some ponds as indicated by 'No Fishing' signs. There is to be no dumping of any materials natural or otherwise into the storm water retention ponds.

You will be asked for an address (street name at the minimum) and pole number (there are small number stickers on each pole. Swimming Facilities

Tree Trimming or Removal: Private Property

Per the covenants; No party shall cut ANY living tree having a trunk diameter greater than 6 (six) inches in diameter at a height of 3 (three) feet without prior ARC approval. (Article V, Section 14).


 

 

Tree Trimming or Removal: CDD Property

Any questions or concerns regarding tree trimming or removal in common areas or on any District owned land, should be directed to the OakLeaf Community Manager through email Manager@OakLeafResidents.com.

The District will not remove trees or branches that do not pose imminent danger to passers-by, or nearby property. The District will not remove or trim any tree deemed to be alive. It is the right and the responsibility of the homeowner to trim/prune any branches or roots that grow across their property line. Please be aware that any subsequent damaged to the Districts tree due to improper trimming by a homeowner may become the responsibility of that homeowner. It is highly recommended that any homeowner wishing to trim a branch or root crossing onto their property employ an experienced, licensed, and insured tree removal company.
